How to read this question

Every solution must answer a problem you actually raised — unlinked paragraphs are the standard penalty on this type. The analytical key here is that ocean plastic is not a littering problem: most of it enters through rivers in countries whose waste systems were never built for the volume of packaging now sold there. Solutions aimed at consumer behaviour therefore address the wrong end of the pipe.

Introduction — Paraphrase, then signpost: the problems are ecological and dietary; the solutions must target production and collection, not consumer conscience.

Body 1 — Problems — entanglement and ingestion at every level of the food chain, and microplastics entering the food supply and drinking water.

Every year millions of tonnes of plastic go into the seas and oceans. This creates very serious problems, but there are some ways to reduce this situation.

The first problem is the death of sea animals. Turtles think that plastic bags are jellyfish and eat them, and then they cannot digest food and they die. Birds and fish also eat small pieces of plastic, and some animals get caught in old fishing nets and cannot swim.

The second problem is for human health. Plastic in the water breaks into very small pieces called microplastics. Small fish eat these pieces, bigger fish eat the small fish, and finally people eat this fish. Scientists have already found microplastics in drinking water and even in human blood, and we do not know exactly what damage this will cause.

To solve these problems, governments should ban single-use plastic like bags, straws and bottles, or put a tax on them so that people use bags many times. Many countries already did this and the number of plastic bags decreased very quickly.

In addition, countries should build better systems for collecting rubbish. In many poor countries there are no rubbish trucks in small towns, so people throw everything into the river and the river carries it to the sea. If rich countries help to build these systems, the amount of plastic in the ocean will decrease.

In conclusion, plastic waste kills sea animals and enters our food, but bans on single-use plastic and better waste collection can significantly reduce the problem.

Vast quantities of plastic reach the world's oceans annually. The damage is now well documented, and the remedies that would work are narrower than the ones usually proposed.

The first problem is ecological. Marine animals ingest plastic they mistake for food or become entangled in discarded fishing gear, and both are usually fatal. Because plastic does not decompose but fragments, the material persists indefinitely and spreads throughout the water column rather than settling harmlessly. A second problem follows from this: these fragments, known as microplastics, are consumed by small organisms and pass upwards through the food chain, so they now appear in commercially caught fish, in salt and in drinking water. The long-term health consequences are not established, which is itself a reason for concern rather than reassurance.

Effective solutions have to address where the material actually enters the sea, which is overwhelmingly through rivers in countries whose waste collection has not kept pace with the packaging sold there. Investment in collection and sorting infrastructure in those regions therefore removes far more plastic per unit of spending than any measure taken in wealthy countries, and it addresses the leakage directly.

Alongside this, producers should bear the disposal cost of what they sell. Where manufacturers are charged according to the recoverability of their packaging, they redesign it quickly — reducing layers, standardising materials and eliminating combinations that cannot be separated. This attacks the volume problem at its source rather than asking consumers to compensate for decisions made before the product reached them.

In conclusion, ocean plastic kills marine life and is entering the human food supply. Since most of it escapes through inadequate waste systems, the effective responses are funding collection where the leakage occurs and making producers responsible for what they put on the market.

Discussions of ocean plastic usually begin with the individual consumer, which is why so little has changed. The material reaching the sea is not principally dropped on beaches; it escapes through rivers in regions where packaging volumes have risen far faster than the waste systems meant to contain them. Locating the problem correctly is what makes the solutions obvious, so I will take the harms first and then the leverage points.

The ecological damage is the most visible. Marine animals ingest fragments they cannot digest or become entangled in abandoned fishing gear, and both are ordinarily fatal. What makes plastic unlike other pollution is that it does not break down, it breaks up: fragmentation converts a single bottle into thousands of particles that disperse through the water column and become impossible to recover. This means the stock of plastic already in the ocean will continue causing harm for centuries regardless of what is emitted from now on.

The second harm is to people, and it works through bioaccumulation. Microplastics are consumed by organisms at the base of the food chain and concentrate as they move upwards, which is why they are now detected in commercial fish, in sea salt, in bottled water and in human tissue. The honest position is that the health effects are not yet established — but a substance that is chemically persistent, universally distributed and detectable inside us is not something whose safety can be assumed while the evidence accumulates.

The remedy with the greatest effect per unit of spending addresses the leakage directly: funding collection, sorting and disposal in the river basins responsible for most of the outflow. This is unglamorous and politically unrewarding, since the spending occurs in one country and the benefit appears in an ocean nobody owns, but it targets the exact mechanism by which plastic arrives at sea. Consumer campaigns in wealthy countries, by contrast, operate where waste is already collected and therefore where leakage is smallest.

The second lever is upstream. Under extended producer responsibility, manufacturers pay the disposal cost of the packaging they sell, scaled to how recoverable it is. The effect is rapid, because a cost that was previously externalised onto municipalities becomes a line on the company's own accounts: multi-layer laminates get redesigned, materials get standardised, and unnecessary packaging disappears without anyone having to persuade a shopper of anything. Bans on individual items achieve far less, since they address a handful of visible products while the underlying volume continues to grow.

In short, the problems are the destruction of marine life and the entry of persistent particles into the human food supply. Because the cause is a mismatch between how much packaging is produced and how much can be captured, the solutions that work are the ones that reduce production and improve capture — not the ones that ask consumers to atone for a system they did not design.

Is it acceptable to criticise a popular solution?

Yes, and it demonstrates evaluation rather than recall — provided you then offer one that works. Explaining why plastic bag bans underperform, then proposing producer responsibility, is far stronger than listing both approvingly.

How many problems and solutions should I write?

Two of each, properly developed, is the right target for 40 minutes. Four undeveloped points is the most common reason a competent essay on this type scores 6 rather than 7.
